[Die Konvents-Alternative scheiterte einige] Male nur knapp. So fehlte ein einziger Staat für die Einberufung eines Konvents, nachdem der Senat die lang diskutierte Verabschiedung eines Amendments, das die Direktwahl der Senatoren gestatten sollte, zugelassen hatte.[Fn 651] In den 60er Jahren des 20. Jahrhunderts missglückte aufgrund nur eines fehlenden Staates zur erforderlichen Zweidrittel-Mehrheit der Versuch, ein Konvent zur Revision der umstrittenen Supreme Court Entscheidungen zur Anpassung der Wahlbezirke („reapportionment decisions“) zu initiieren.[Fn 652] Zwei Staaten fehlten zu einer erfolgreichen Petition für eine Begrenzung der Einkommenssteuerraten[Fn 653] sowie für ein „balanced budget amendment“[Fn 654]. |

Only one State was lacking when the Senate finally permitted passage of an amendment providing for the direct election of Senators.[Fn 23] Two States were lacking in a petition drive for a constitutional limitation on income tax rates.[Fn 24] The drive for an amendment to limit the Supreme Court’s legislative apportionment decisions came within one State of the required number, and a proposal for a balanced budget amendment has been but two States short of the requisite number for some time.[Fn 25] |
