The American commitment to constitutionalism has been manifest by the attention that has been given to the amending process. It is evident, too, in the widespread belief that, if only the written Constitution is changed, certain governmental problems could be alleviated [...]. Such hopes for change are, like Jefferson's admonishments to each new generation, in constant tension with the equally sage advice of modern day Madisons who caution that the amending process can be overused and that certain matters can best be resolved without resort to the Constitution.
